From Latin res publica, 'the public thing', two words for the common affairs of the citizens. Latin fused them long before Esperanto borrowed the result.

The seam here is a trap. opens with the letters of the prefix -, but it is not - plus publiko: the whole thing is one borrowed root, -, and cutting it in half gives you "the public again", which is nonsense. Note also that publiko in Esperanto is the audience or the public as a body of people, while the adjective for public affairs is .
