Foundation leads to grades 1 to 5 and Higher to grades 4 to 9, and a candidate sits every paper at the same tier. The course teaches Foundation first, because Higher candidates are assessed on all of it too, then the words Higher adds.
How many words do I need for GCSE Spanish?
The AQA defined vocabulary list has 1,185 Foundation entries, and Higher adds 515. The papers cannot use a word outside it without explaining it, so the list is the whole job.
