To whom ought this duty to belong?
Pertineo, pertinere, pertinui is second conjugation, per plus teneo with the vowel weakened, and it has no supine, so there is no perfect participle and no passive worth the name. In practice you will only ever meet it in the third person: pertinet, pertinent, pertinebat.
Everything about it hangs on ad with the accusative. Physically it means "stretch all the way to", of walls, roads and territory. Figuratively it means "have to do with", and quae ad rem pertinent, "the things that bear on the matter", is one of the most reusable phrases in Latin prose. The ecclesiastical corpus leans hard on the second sense. Do not translate it as "pertain" every time; "concern", "belong to" and "make for" are usually better English.
