Rursus is a worn-down revorsus, the participle of reverto: "turned back". That explains the order of its meanings. The literal one is "back, backwards", the everyday one is "again, a second time", and the third is the one that catches readers out, "on the other hand, in turn", marking the other side of an argument rather than a repetition.
Rursum is the same word with an older ending and turns up freely in this corpus; treat them as one entry. It pairs constantly with iterum for emphasis and with deinde in lists. If a sentence with rursus in it makes no sense as "again", try "conversely" before you try anything else.
