This is with -- bolted on, the collective suffix that turns a single thing into the set of them. Esperanto does not need a separate root for forest and that is rather the point of the design. Once the suffix clicks, a whole shelf of vocabulary comes with it: is a set of words and so a dictionary, is mankind, is a flight of steps, is the press. o is a copse, and a describes anything of the woods.
