Do not whisper, speak up.
An onomatopoeic root, and one of the more pleasing ones: say at a whisper and you have already produced most of the sound. Note that the ending is -ri on the root flustr-, so the present is and the imperative , with no vowel appearing from nowhere.
Flustre means in a whisper; o is the continuous sort, the rustle of a room full of people not quite being quiet.
