Comparison of adverbs
plus / moins / aussi + adverb + que with no agreement, the frozen-le superlative (le plus vite), and the irregulars bien -> mieux, mal -> plus mal / pis, beaucoup -> plus, peu -> moins.
The short version
Mieux for verbs, meilleur for nouns
English has one better; French has two, split by what the word describes. Mieux is the adverb and modifies a verb, so elle chante mieux. Meilleur is the adjective, modifies a noun and agrees with it: une meilleure idée. And plus bien is never right, because mieux already means it.
Elle chante mieux que moi.
