Concilium, concilii, n., second declension, from con- plus calo, "to call together": a body of people who have been summoned to one place.
The trap is one letter wide. Consilium means advice, a plan, or the deliberating body that gives it, and the two words are muddled constantly by students and by medieval scribes, so manuscripts are not a reliable guide. The working rule: concilium is the meeting, consilium is what the meeting decides. The church took concilium for its councils - Nicaea, Chalcedon, Trent - and English inherited the same confusable pair as council and counsel, which is at least a warning built into the language.
