Loquor, loqui, locutus sum: third conjugation and deponent, so it is passive in form and active in meaning throughout. Loquitur is "he speaks", never "he is spoken", and the perfect is locutus est. The participle loquens and the gerund loquendi behave actively too, which is the standard deponent bonus.
Against dico, which is "say" and wants a thing said as its object, loquor is "talk": it prefers cum plus the ablative for the person and de plus the ablative for the topic, and it is quite happy with no object at all. Latine loqui is "to speak Latin". The family gave English eloquent, colloquial, loquacious, elocution and, through the church, soliloquy.
