Nequaquam is ne plus quaquam, "not in any way at all", and it is the emphatic refusal: stronger than a plain non, stronger than haud, and closer in force to minime. Its positive relative is usquequaque, "in every way, everywhere".
The Vulgate is why it sits this high in a Latin frequency list. Where the Hebrew has a flat denial, Jerome reaches for nequaquam again and again, so it is far commoner in ecclesiastical Latin than anything in Cicero would lead you to expect. It can also stand alone as an answer, like English "certainly not", with no verb attached, and that is how a good deal of biblical dialogue works.
