Parens, parentis is third declension and common gender: the same word for a father or a mother, with the sense supplied by context or by an adjective. It is the present participle of pario, "I bring forth", frozen into a noun, and because it is a noun it takes the noun's genitive plural, parentum, not the participle's parentium. In the plural it normally means both parents together.
The trap is that parens is also the live participle of pareo, "I obey", so "parens legibus" is not a parent of laws but someone obeying them. Nothing but the sentence separates the two. English parent and parental come from it, and the Romance forms went sideways: French parents can mean relatives generally, Spanish parientes definitely does.
