Sursum is an adverb, contracted from sub versum, "turned from under", and its opposite deorsum comes the same way from de versum. The pair sursum deorsum, "up and down", is fixed and idiomatic, and it is how Latin says "topsy-turvy" when things are in chaos.

It answers "whither?" rather than "where?", so it goes with verbs of motion: sursum ascendere, sursum tollere. For static position above something, use supra or super instead. The phrase every reader of church Latin meets is the Mass dialogue sursum corda, "lift up your hearts", where the verb is simply left out and the adverb does all the work; it is one of the oldest continuously used sentences in the liturgy, attested by the third century.
