会 or 要, for the future?
Both mean will. One is a forecast, the other a plan.
The rule
Both point forward. 会 (hui4) is a PREDICTION: it will probably happen. 要 (yao4) is an INTENTION or something imminent: I am going to, it is about to. 明天会下雨 forecasts rain; 我要走了 says I am off.
