放过 (fàng guò) is to let something or someone past: to spare a person you could have punished, or to let an opportunity go by. Both senses are common, and the object tells you which one is meant.
With a person it is the language of threats and mercy. 我不会放过你 is a line from every crime drama ever filmed, and 放过我吧 is the plea that answers it. With a thing it is about missed chances: 别放过机会, 不要放过任何线索.
The trap is the 过. Learners meet it first as the experiential marker in 我去过中国, and reach for 没 when they want to negate it. Here 过 is a resultative complement instead, so both 不放过 (will not spare) and 没放过 (did not spare) are correct and mean different things. The verb also insists on an object; 我不放过 on its own is unfinished.
