Examples

My surname is Luo.

Mr Luo is not in today.

They went to Rome.

Teacher Luo teaches us Chinese.

This is the Luo family's house.

罗 ranks this high in a frequency list almost entirely because of names. It is a common Chinese surname, and it is also the default character for a foreign luo or ro syllable, which is why it shows up inside 罗马 (Rome), 俄罗斯 (Russia), 巴西利亚 and dozens of transliterated personal names in subtitles.

As a surname it behaves like any other: 罗先生, 罗小姐, 罗老师, or 老罗 among friends. Introduce yourself with 我姓罗 rather than 我叫罗, since 姓 takes the family name and 叫 takes the full name or given name.

The original meaning, a bird net, survives only in bookish compounds such as 罗网 for a snare and 天罗地网 for an inescapable trap. You will not need those to order lunch, but they explain why the character has a net sitting on top of it.
