魅力 (mèi lì) is charm in the sense of pull: the quality that makes people want to be near a person, or keeps them coming back to a city, a book or a game. The ghost radical inside 魅 is not decoration, the word really does frame attraction as a kind of spell.
The two frames worth memorising are 有魅力, to have charm, and 魅力在于, the appeal lies in. Both are common in reviews and profiles. It applies to men and women equally, and to things as readily as to people.
The trap is confusing it with 美丽. 美丽 is beauty, and it is about how something looks. 魅力 is about the effect something has on you, and a person can have plenty of it without being conventionally good-looking. English "charming" also maps better onto 迷人 in casual speech, so 她很迷人 is the natural compliment where 她很有魅力 is a shade more considered.
