票 (piào) is the slip of paper that entitles you to something: 车票 (chē piào) a travel ticket, 电影票 (diàn yǐng piào) a cinema ticket, 机票 (jī piào) a plane ticket, 门票 (mén piào) an entry ticket.
It stretches to any small official paper. 发票 (fā piào) is the receipt you ask for in a Chinese restaurant, and it is a serious document rather than a till slip. 支票 (zhī piào) is a cheque, and 邮票 (yóu piào) a postage stamp.
The vote sense sits in the same family, because a ballot is a slip too: 投票 (tóu piào) to vote, 一票 (yī piào) one vote. The measure word throughout is 张 (zhāng), the one for flat things, so it is 两张票 (liǎng zhāng piào) and never 两个票 (liǎng gè piào).
