权力(quán lì) - power, authority in Mandarin

权力 is power in the political sense: the authority to make decisions that bind other people. Governments, courts, managers and parents all have 权力. It is the word you want for the power structures of a state or an organisation, not for electrical power or physical strength.

The trap is that 权力 and 权利 are both quánlì and differ only in the second character. 权力 is power over others; 权利 is a right you hold, as in human rights or the right to vote. Mixing them up turns "citizens have rights" into "citizens have power", which is a rather different claim. In speech there is nothing to hear, so context does all the work.

For physical or mechanical power use 力量 or 动力; for the power supply use 电力. 有权 on its own is the short verb-like way of saying to have the authority to do something.
