下雪 (xiàxuě) is to snow, from 下 (xià, to fall, to descend) and 雪 (xuě, snow). It is built exactly like 下雨 (xiàyǔ), to rain, with the weather word for what falls swapped in.
It takes 了 (le) for a snowfall that has started or finished, 下雪了 (xiàxuě le), it is snowing / it has started to snow, and 正在 (zhèngzài) for the ongoing action, 正在下雪 (zhèngzài xiàxuě), it is snowing right now.
Do not try to make 雪 (xuě) the subject of an English-style sentence, "snow falls," with 雪 out front. 下雪 (xiàxuě) is a fixed weather verb, closer to the impersonal "it snows," and the character order does not rearrange the way a translated English sentence might suggest.
