针对(zhēn duì) - to be aimed at, to be directed at, in response to in Mandarin

针对 (zhēn duì) means to be pointed at something in particular. In neutral use it introduces the target of a plan, a rule or a design: 针对初学者 means aimed at beginners, and 针对这个问题 means addressing this issue.

It usually sits at the front of the clause, before the main verb, working almost like a preposition. That is why 针对性 (targeted, specific) is such a common noun in reports and course descriptions.

The trap is the second, personal sense. 针对某人 means to have it in for someone, so 我不是针对你 is the standard way to say "nothing personal". Get the two apart, or a perfectly ordinary sentence about a policy will land as an accusation.
