agua or fuego?
Fixed phrases are fixed. Swap the noun and it stops being Spanish.
The rule
A simile is a settled pairing, and the pairing IS the phrase: change the noun and a Spanish speaker hears a mistake rather than a variation. como pez en el agua is completely at home. más claro que el agua is obvious. poner la mano en el fuego is to vouch for someone. None of them can be reasoned out, and all of them come up constantly.
