A is a soft brimless cap, while a is a proper hat with a brim, and the two are separate roots rather than one shrunk from the other despite how the pair looks. Esperantists know for a second reason: it is the nickname for the circumflex sitting on ĉ, ĝ, ĥ, ĵ and ŝ, so a letter is an accented one, and the ASCII workaround of writing cx, gx and so on is the x-system that this site uses for its slugs. The verb for wearing is , the same one used for carrying.
