A Germanic borrowing, matching English drown and the Dutch and Low German words of the same shape. It is one of the smaller number of Esperanto roots taken from Germanic rather than Romance.

is what happens to the person, not what the water does to them: it is intransitive, so a river never anybody. To drown someone deliberately you need the causative, i, and the -- suffix does all the work that English hides inside a single ambiguous verb.
