- means out, and it does exactly that here. is to say; is to get it out, either physically forming the sounds or finally bringing yourself to say the thing. That double reading is why the third and fourth examples above look so different and use the same verb. Eldiro is an utterance. When you specifically mean pronunciation and nothing else, is the precise verb, and elparoli is a common third option for the same job.
