From Latin consultare, the repeated form of consulere, 'to take counsel'. The same verb gave Rome its consul, the man the senate consulted, and gave Esperanto konsuli, konsulo and konsilo by three separate routes.

is asking a source you treat as authoritative: a specialist, a document, a dictionary, a timetable. Note that the thing consulted is the direct object, with no preposition - , not . The subject you are asking about takes .
Keep it apart from konsili, which runs the other way: the doctor , you him. Mixing the pair up is one of the commonest slips at this level, and the two roots really are separate borrowings rather than one root inflected.
