Both senses live in the one root, the person in an organisation and the limb on a body, exactly as in English. o is membership.

Where Esperanto pulls away from English is the suffix -an-, which builds the same idea more neatly: o, o, o, o for a townsperson. Fluent writing tends to reach for -an- and keep for the formal register of statutes and minutes. Neither is wrong, but is the more Esperanto-shaped choice.
