plus --, so quite literally to make full. The container is the direct object and the stuff going into it takes per, or sometimes when it is the container that is described rather than the act. English fill with tempts learners into , which is wrong here: means in the company of, and a room is not accompanied by its flowers.
Do not confuse it with , from the same root, which is to fulfil a promise or carry out an order.
