English "solemn" drags gloom along with it. Esperanto does not: it means formal, ceremonial, done with due weight, and it is quite happy to be cheerful. Every Universala Kongreso opens with a inaŭguro, which is a party with speeches, not a funeral. The noun soleno is the ceremony itself and soleni is to hold one, so soleni is to mark a birthday properly rather than let it pass. If you want the mournful sense, say or and leave for the occasions that deserve robes.
