"atque" is the emphatic "and". Where "et" simply joins, "atque" adds weight to what follows, closer to "and indeed" or "and what is more", which is why it clusters in speeches and formal prose. "ac" is the same word shortened: Roman practice writes "ac" before a consonant and "atque" before a vowel or h.
It has a second use that surprises people. After words of likeness or difference, such as "idem", "similis", "aliter" and "aeque", it means "as" or "than": "idem atque tu" is "the same as you", not "the same and you".
