takes the ACCUSATIVE. It is the neuter of , "following", which is itself the participle of , so the whole range of meanings unfolds from "following": following the coastline, hence "along"; following in order, hence "next after"; following a rule, hence "in accordance with".
That last sense is the common one. Classical prose prefers here where late and church Latin prefers , and both fossilise in the gospel titles. Do not confuse it with the plain adjective , "second", or with , "favourable circumstances", where the metaphor is the following wind that carries a ship rather than the wind in its face.
