Latin grades its fear words and they are not interchangeable. Metus is calculated apprehension of something you can see coming, timor is ordinary fear, pavor is the physical shudder, and terror is the sudden collective panic that breaks an army or empties a city. Because of that it is more often something you inflict than something you feel: terrorem inicere or inferre alicui, "to put terror into someone", is the usual idiom, with the dative. The political sense behind English terrorism is a coinage of the 1790s in French and has no ancient standing whatever.
