Impersonal verbs: hay, hace, se puede
How Spanish says 'there is', 'it's cold', 'one can'. The constructions that have no subject.
The short version
Weather is something Spanish makes
Spanish says hace frío, hace calor, hace sol, hace viento: literally it makes cold, heat, sun, wind. Those are nouns, not adjectives, which is why está frío is wrong for it is cold. A few weather words do take estar, because they genuinely are adjectives: está nublado, está despejado.
