The adverb does most of the work here. Efektive means in fact or actually, and it appears far more often than the adjective, usually near the start of a sentence that corrects an assumption. The adjective means actual or real as opposed to nominal or supposed. Do not stretch it to cover English "effective" in the sense of producing a result; that is efika, from , to have an effect, and the two roots sit next to each other in the dictionary doing quite different jobs. i is to realise or carry out a plan.
