concedes something you accept as true, so the verb after it stays in the ordinary indicative: , never . That is the commonest slip English speakers make, importing a subjunctive that Esperanto does not want here. It is a conjunction and joins two clauses; is an adverb and merely signals the contrast inside one. You can use both at once, and good writers often do: pluvis, . The clause can lead or follow, with a comma either way.
