Built inside Esperanto, not borrowed: pasi ('to pass') plus the past active participle -int- plus the abstract suffix -ec-, so literally the quality of having passed. The root pasi comes from Latin passus, a step.

Take the word apart and it teaches two suffixes at once: + int + + o, the state of having passed. is built the same way from and the future participle -ont-, and o gives the present. is the recorded past that gets written down; is simply time gone by.
