The grammar here trips up English speakers every time. What you permit is the direct object, and the person you permit it to goes in the dative with : . English puts the person straight after the verb ("permit me to enter"), so is the standard slip, and it means something quite different. The root gives permeso for permission and o for the physical licence or permit. on its own is a polite "excuse me, may I", and you will hear it constantly at a congress when someone wants past your chair.
