is odd or peculiar - the thing that makes you raise an eyebrow. is strange in the other English sense: foreign, unfamiliar, belonging to someone else. So a stranger at the door is a , and a o is a weirdo, which is a rather different report to give the police. The impersonal strange, ... with the adverb is the natural opening for an observation, and o covers strangeness as a quality.
