The short version
Ce homme is wrong every time
Before a masculine noun starting with a vowel or silent h, ce becomes cet: cet homme, cet arbre, cet hôtel. It exists purely to stop two vowels colliding, and it is mandatory rather than stylistic. Cet and cette sound identical, so only the noun's gender tells you which to write.
Cet homme parle français.
