Arx, arcis is third declension feminine, and the x of the nominative hides a stem in arc-, from arceo, "keep off, defend". It is the fortified high point of a city rather than the city itself: at Rome the Arx is the northern summit of the Capitoline, and Livy's arcem capere is the move that ends a siege.
By extension it is any stronghold or last refuge, including a figurative one. Three lookalikes to keep apart, all of them common: arca, a chest or ark; arcus, a bow or arch; and arceo itself. Different declensions, different words, and confusing them wrecks a sentence quietly.
