omnis

omnis is a third-declension adjective of two terminations: omnis serves both masculine and feminine, omne is the neuter. It agrees with its noun in gender, number and case, which is why it appears in the corpus far more often as omnes, omnia, omnium and omnibus than in its dictionary form.

In the singular it leans towards "every" or "the whole"; in the plural it is "all". The neuter plural omnia stands on its own as a noun meaning "all things, everything", and that use alone accounts for a good share of its frequency. Set it against totus, which is "whole" in the sense of an undivided unit: omnis civitas is every state, tota civitas is the state entire.
