Quasi is quam plus si, as if, and that origin explains its grammar: because the comparison is unreal, the clause it introduces takes the subjunctive, following the sequence of tenses rather than the English. Set in front of a single word, especially a numeral, it loses the conditional edge and simply means about or getting on for. English borrowed it whole as the prefix in quasi-legal and quasi-scientific.
