Sicut is sic and ut welded together, and it introduces a comparison: 'just as, like'. It takes the indicative, because the comparison is offered as fact; that is the contrast with quasi, which takes the subjunctive because its comparison is unreal. The main clause often answers it with ita or sic, as in sicut pater, ita filius. It is everywhere in the Vulgate, which is where most English speakers first meet it.
