Quoque means 'also, too', and it is postpositive: it follows the word it is adding and never precedes it. That position is what tells you the sense, since ego quoque veni is 'I too came' while veni quoque would be adding the coming rather than the person. Compare etiam, which normally goes in front of its word and is the stronger of the two, shading into 'even'.
