Tempus, temporis is third declension neuter, and the genitive is the form that earns its keep: the stem is tempor-, not tempus-, which is where temporal, temporary and contemporary come from. Being neuter, its nominative and accusative are identical in both numbers, so tempus can be subject or object and only the sentence tells you which. The bare ablative eo tempore means at that time with no preposition at all, and that is the standard Latin way of saying when something happened.
