Ultra takes the accusative and only the accusative: ultra flumen, ultra vires. It also stands alone as an adverb meaning "further, beyond that point", which is how nihil ultra works - there is no noun for it to govern.
Its exact opposite is citra, "on this side of", and the pair maps a boundary with you standing on one side of it: Gallia Cisalpina and Transalpina do the same job with different prefixes. The comparative adverb is ulterius and the superlative adjective ultimus, "furthest, last", which is why "ultimate" means final rather than best. English took the prefix wholesale in ultramarine and ultraviolet, and, through medieval Latin ultraticum, "what lies beyond the bounds", the word "outrage".
