Usque is an intensifier of extent rather than a preposition in its own right. It leans on a preposition or a conjunction and pushes it to the limit: usque ad mare, all the way to the sea; usque dum redeat, right up until he returns. Standing alone with a verb it means 'without stopping', so usque clamabat is 'he kept on shouting'. The doubled phrase usque quaque means 'everywhere' or 'on every occasion'.
