hace or desde hace?

One counts back to a finished point. The other measures a stretch that is still running.

The rule

hace dos años counts back from now to a point that is over: two years ago. desde hace dos años measures a stretch that is STILL going: for two years, and counting. The preterite pairs with hace and the present pairs with desde hace, so swapping them changes whether the action has stopped.
