hacer or tomar?

The rule

Collocations are the pairings a language happened to settle on, and they do not translate. Spanish TAKES a decision (tomar una decisión) and MAKES a photo (hacer una foto), which is the opposite way round from English on both counts. You cannot reason these out from meaning; you can only notice them, and noticing is what this drill is for.
