The preposition is the whole lesson here: English depends ON, Esperanto , keeping the Latin picture of one thing hanging from another. on its own does the work of "it depends", the conversational shrug. The negative , built with ('without'), means independent, and o is independence, a word with plenty of mileage in political Esperanto. A o is a dependency, and modern computing borrowed exactly that.
