Aliter is the adverb of alius, built with the same -ter suffix that turns brevis into breviter. Two constructions carry it: aliter ac, or aliter atque, means "otherwise than", and aliter ... aliter sets two ways side by side, "one way ... another way". After a command it becomes a threat, exactly as English "otherwise" does.
Two things to watch. Aliter answers the question how, not where; for "elsewhere" Latin has alibi, and the two are easy to swap in a hurry. And non aliter is usually litotes for "in precisely the same way", which reads backwards if you take the negative at face value.
